Province Completes Design of the Ontario Retirement Pension Plan January 27 2016
On January 26, 2016, the Ontario government announced new Ontario Retirement Pension Plan ("ORPP") design details. The details released yesterday, combined with details released last August, will help employers prepare for the implementation of the ORPP, beginning on January 1, 2017.
Among other things, the announcement provides further clarity and guidance on the following issues of particular interest to employers:
- coverage, and in particular the definition of "employment in Ontario," as well as application of the ORPP to non-residents and First Nations;
- scope of earnings that will be pensionable;
- issues concerning the comparable pension plan exemption, including comparability rules for multi-employer pension plans, waiting periods, voluntary contributions and opt-ins; and
- matters concerning the ORPP's funded status, including the potential for further contribution rate increases.
We will continue to monitor the progress of the ORPP initiative in Ontario and provide you with timely updates as they are available.
La province achève l’élaboration du Régime de retraite de la province de l’Ontario
Le 26 janvier 2016, le gouvernement de l'Ontario annonçait les détails du nouveau Régime de retraite de la province de l’Ontario (‘RRPO’).
Entre autres, cette annonce apporte des précisions et des indications supplémentaires sur les aspects suivants, lesquels présentent un intérêt particulier pour les employeurs :
- La couverture, et particulièrement la définition de « emploi en Ontario », ainsi que l’application du RRPO aux non-résidents et aux Premières Nations;
- L’étendue des gains ouvrant droit à pension;
- Les questions relatives aux exemptions au régime de retraite comparables, y compris les règles de comparabilité pour les régimes de retraite multi-employeurs, les périodes d’attente, les contributions volontaires et les options de participation; et
- Les questions ayant trait à la capitalisation du RRPO, y compris la possibilité de nouvelles hausses des taux de contribution.
Nous continuerons de suivre attentivement les progrès de l’initiative du RRPO en Ontario et de vous renseigner au fur et à mesure que de nouvelles informations seront disponibles.
